I literally made this deck just as a simple TEST to check if saiba is a good tempo card and, to my surprise, this decks beats elfball, rakdos sacrifice (with liliana and edicts) and other blue tempo decks even by going second and with no one drops in hand.
That said, I still think there's room for refinement, but this deck seems solid so far.
One important thing: why the octopus, that janky card nobody plays? Because saiba has hexproof, obvious. Just kidding, because both consuming tide and whelming wave work amazingly well with it (octopus creatures stay on the board!).
