Description

This is a similar list to Mono Black Magic list (https://www.youtube.com/watch?v=cvt75Uav94s&ab_channel=MONOBLACKMAGIC). I took out the one of Nissa and the walls to run Borrowers and Uro. The deck lacks the ramp that Nissa provides but with Uro you should be able to find the lands easy enough. I've managed to get the combo to work quite consistently, I did think of running a Idyllic Tutor to find the Rule of Law and I think an Esper version of this is viable with plenty of removal and Diabolic Tutor to find the combo. There is also an argument for running counters, but I think the Borrowers do well enough disrupting play, especially with Rule of Law down. I've played this deck quite a few times, I didn't get track of the winrate. A lot of games I was against hard aggro decks (Mono Red, Green Stompy & Izzet Riddleform) and it was about a 50/50 if you have a good opening hand you can disrupt enough to get the pieces out, there is a lot of card draw with Tef, Jace and Narset that you should be able to find a Planewide Celebration to get to the Jace Ult quicker. Normally, the slower the deck and less interaction they have with you the better, like every deck. Facing control is hard, the deck tends to fail, since Rule of Law works for both players and the lack of removal or any meaningful interaction normally means you lose. But other than that, the deck is fun. The Jace emblem and Rule of Law normally signify the end of the game, but if for some reason they stay in the other win con is the Borrowers and Uro if you can cast them.

 

I've focused BO1 so I haven't made a complete sideboard and certainly not tested it, I think Fae of Wishes would probably be a good card to put in for the options it gives the rest is preference. The main card I would run instead of Shatter the Skies is Wrath of God since it doesn't give the free card draw.
