Meme deck. This deck teaches other decks what "thinning the deck" really means. You search for a surveil land, bin one of the 45 Petitioners, and Surgical Extract the hell of the remaining ones in your library (don't touch the ones in your hand, they will be used to cast Commandeer).
At that point your deck will become very consistent.
If necessary, Surgical Extract even your own Surgical Extraction to make things faster, and win with Thassa's Oracle.
An alternative way to perform the combo is to AVOID playing a land on turn 1 to discard Petitioners to handsize, then cast Surgical Extraction on the following upkeep. After that sequence you'll probably find lands even if you're completely out of lands, because they'll magically become around 60% of your entire library.
