Cast Semester's End as the opponent tries to attack some of the planeswalkers... When Teferi comes back into play, he can immedaitely gain 4 loyalty from Kasmina/Oath combined (scry 2 twice) plus a loyalty from Semester's End, putting him up to 8. Then on your turn, you can hold priority and activate Kasmina's +2 on Kasmina herself, and Teferi's +2 or +1 after that... Now Teferi has 9-10 Loyalty and can safely use the inherited Kasmina ultimate to cast Emergency Powers (during main phase). You know, the casual "draw 7, put something (possibly expensive) into play, [draw a card and discard, or scry 2], scry 2..." Before spending a single mana that turn.
I say to use Kasmina's +2 like that in case you want to replace Kasmina with a new copy... You could alternatively just +2 her for loyalty and -4 her for a fractal (she'd be at 5 because Semester), without needing to hold priority.
In that situation, which is somewhat idealistic but probably achievable, you then have all of your mana available to cast spells for the rest of the turn, plus possibly more Kasmina usage. Oh, and that's just 4 cards, all of which go together with each other when you don't have all 4 anyways (except Oath of Teferi and Semester's End).
Even without Oath of Teferi, you can still Semester's End on your opponent's turn, use Teferi before your turn, use Teferi on your turn, and then use him on your opponent's upkeep to cast Emergency Powers. You just don't get to put something into play.
Narset in this deck is kinda rude, but I mean, she's legal, and the deck reeks really hard of Narset synergy.
Even just Narset + Emergency Powers is gross. Imagine her being able to regain loyalty with Kasmina out, or even CAST EMERGENCY POWERS HERSELF.
Anyways, I think I've kinda covered the main "I saw this and I wanted to make a deck" part. I'm sure it's not ideal but I'd probably craft towards it myself on Arena and play it to figure stuff out, if I wasn't kinda burnt out on actually playing.
PS: I'm actually honestly not sure what to tag this as? It doesn't have a whole lot of control... feels like it might be able to stall out an aggro deck... wouldn't be *too* bad against midrange maybe cuz Baral's Expertise can return to hand and then they only play one before you Emergency Powers, or something... but I also feel like *maybe* it's actually solid enough not to count as jank? I dunno. I'll just go with Jank.
PPS: I think I should also explain why I put in Niambi and the food stuff. Niambi is because she can gain you life, can discard as a cost before casting Emergency Powers (holding priority), could even put *her* on the stack and hold priority to cast Powers during main phase, get Nezahal, and regain 7 life, in a real bind... and generally she synergizes with the other ETB effects I was going for (for Semester's End).
Food is because 1) They generally have Enters the Battlefield triggers. 2) Food gains life. 3) Wicked Wolf helps with control in general. 4) They provide some ramp.
I think the food stuff might not be the right choice... there's probably something better out there for a low-to-the-ground ETB synergy control package.
PPPS: Tireless Provisioner will be legal in Historic on August 26 (link to wizards.com news article)
