The goal of the deck is to survive until you have 4 permanents on the board with Flood of Tears and Omniscience in hand. Then Flood of Tears and drop down Omniscience for free while playing your entire deck in the same turn until you mill yourself down then drop jace and win the game. With Tamiyo you can keep bringing back flood of tears and perform the same thing over and over for an infinite loop until you can win the game. Note that if all your Tamiyos end up in the grave you cannot go infinite and that if Jace gets exiled you cannot win the game.
Edit: After playing with the deck for a day(25-6 currently) i've realized you do not need the 2nd copy of Jace or 4th copy of Flood. Whether he is on the bottom of your deck or in the grave as long as you have you loop going you'll be able to get him and win the game. Instead of the 2nd Jace and 4th copy of Flood of Tears i've added 2 copies of Drawn From Dreams as it allows you to dig deep for the pieces you need. Drawn From Dreams is optional instead you could run the 4th copy of Flood of Tears and 1 copy of rivers rebuke for more stall time. I just find 3 copies of Flood to be enough especially with the digging you can do with Drawn From Dreams.
