Ok, man, I didn't change too much, so you'll recognize almost every card in the deck and be familiar with it. That said, the improvements will make a huge difference. All total, I removed around 50+ from your original list. Forty-nine cards to get to 100 and 10 more because you needed more land than 24. Considering there were so many, I won't go over why I cut every card, but if you see something missing and are curious, let me know, and I'll explain. For the most part, all of the cuts came down to "we're a devoted Mill deck with a plan. Does this card directly help the Mill game plan? If not, I cut it."
The Commander
As a commander for the deck, I choose Lazav, Dimir Mastermind. He has pretty low mana value and is deceptively nasty for a Mill deck. Anytime a creature enters an opposing graveyard from anywhere (you mill it, they discard it, someone destroys a creature) Lazav can become a copy of it. So, as you Mill, you'll also be threatening with everyone's best creature. Furthermore, it'll be a better version of it, thanks to Hexproof.
The Deck
Aside from trimming the least synergistic cards, I also added a few more potent Mill cards (like Cut Your Losses
, Breach the Multiverse
, Court of Cunning
and Mesmeric Orb
), added some more targeted removal (like Feed the Swarm
, Grisly Spectacle
and Pongify
) and made sure you have plenty of ramp and card draw.
