This deck relies on the combination of a few cards to create infinite damage and/or infinite mana as early as turn 4.
The centerpiece of the combo is Putrid Goblin, which has Persist, meaning that if it is removed, it returns to the battlefield with a counter on it, removing one toughness. That should mean that you can replay the card once. However, Grumgully, the Generous gives all non-humans entering the battlefield +1/+1. Good thing for us, Putrid Goblin isn't human. These two cards together just need a card to sac Putrid at instant speed, and you have an infinite loop.
Fortunately, goblins have two sac outlets: Skirk Prospector and Sling-Gang Lieutenant.
The last piece of the combo is something to damage your opponent. There are two way to accomplish this. If you have the Lieutenant on the field, you can do damage and gain life for each goblin sacrificed. Alternatively, you can have Pashalik Mons on the field, which deals one damage to any target, without the life gain of the Lieutenant.
Once you have the combo assembled, the game is over, as long as your opponent cannot remove at instant speed. It might seem like a difficult combination to pull off, but since so many cards can serve as peices, it comes together pretty easily. I lost one out of four games for the challange, and that was because I couldn't get a third land. I had the combo pieces ready.
As for the other cards, Snoop is a great addition to any goblin deck, as it can help dig for your pieces, and being able to look at the top card of your deck and use its abilities is just, well, strong. Munitions expert is cheap removal, and Revels not only helps you dig for you combo pieces, but once you have it down, even if your played card is countered, your "free" pull from the library still lands.
