This one is completely illegal unless you accept this house rule: "This commander actually is erratated to say 'Birds' instead of Falcons". Though I did put in Shapeshifters so it's synergies aren't null, I do think it's better to acknowledge this could have been fixed in Commander Legends or something with a simple reprint but never would be because it's not popular enough to even go back and make a new version.
The breakdown is simple: we birbin, we populating to make more birbs and likely we just go aggro and peck out the eyes of one player at the table at a time. Very weak, but in pauper commander situation or a 1 v 1 it gets at least somewhat more stable than some you might choose, and it's certainly bragging rights to win with a Commander this old and unpopular.
