First, don't be fooled by the "budget" designation!!  This deck is ruthless and has a lot of depth and versatility to it!  Second, the way this deck is built, it's only a matter of time before your win is in hand and is inevitable.  Put more expen$ive upgrades in the deck (land/ramp/tutors) and it could be much faster, and more dangerous.  But the core of it is all pretty cheap to buy, with plenty of high-impact options, making this an easy but strong budget build.  But while built a little slower with budget lands/ramp, this deck is also built to stall out games until you can win.  Aside from upgrading lands, ramp, and adding more tutors, there isn't too much that needs tinkering with, without upsetting the balance of what the deck is built to do.  As for what it's built to do...

The primary backbone of the deck is based on returning creatures to your hand often and repeatedly, (via nine cards in the deck [Kogla, the Titan Ape bounces Humans], particularly The Three Bouncers: Tidespout Tyrantimage and Hullbreaker Horrorimage, and their illegitimate stepchild Brinelin, the Moon Krakenimage), which interacts heavily with an assortment of creatures with flash that operate to counter/control your opponents, returning them to your hand to use again, all being cast at reduced rates by Animar, and of course beefing up Animar.  The second backbone of the deck is based on creatures with an X casting cost, which can be cast early to build up Animar, or later to benefit from a bigger Animar.  Third, returning creatures with an X cost means you can cast them again as bigger creatures than they were before (pick the smallest), and you get to pump up Animar quicker, making a nice alternative option to return to your hand (ideally, you want to do this with colorless creatures or ones with the least color required to cast).  The easy-wincon goal is to go infinite with colorless creature casts using one of the Bouncers, plus Animar with enough +1/+1 counters, where you cast each colorless creature for free while returning the other to your hand infinitely.  Better yet, if you have two of the Bouncers in play you can also go infinite on returning nonland permanents (and lands with Tidespout) to your opponent's hands since both will trigger with each creature cast.  Going infinite with Tidespout allows you to return land and nonland permanents to hands; going infinite with Hullbreaker allows you to counter spells and return any nonland permanents to hands (that's usually GG); but Brinelin lags behind, only returning nonland permanents to hands, and unfortunately requiring the 6 mana spell-cost to trigger (Xcc spells will still trigger this often).  Note that creatures with morph can be cast for free (3 colorless) and used to go infinite, so there are more options than just the colorless/artifact creatures on the list (and a few really good morph cards deserve to be in this deck), bringing the current total up to 11 creatures you can cast for free.  If you have a colorless creature with a good ETB trigger, going infinite can be GG, like say with Reito Sentinelimage milling your opponents to zero, or with Meteor Golemimage or Triskelionimage, or with Skyscannerimage drawing into a second Tidespout/Hullbreaker/Brinelin (Bronze Walrusimage can scry you into one), or draw infinitely with Primordial Sageimage into a second Bouncer.  It's too easy to go infinite with Tidespout/Hullbreaker/Brinelin and get close to ending the game, if not simply ending it at instant speed (if all your crits have flash).

The deck has tons of ramp and honestly too much card draw, all to benefit from Animar's cost reductions.  There are five ways to give your creatures/spells flash, letting you use your mana as efficiently as possible.  Regarding card draw, there are nine cards with Ravenous that trigger a card draw if X is 5 or greater... this won't trigger unless Animar is pumped up enough, but they make great targets to return to your hand and recast to draw more cards if you can afford it.  After those cards, there are four more that will draw you cards occasionally, but not a lot overall.  Not to worry though, there are 11 more cards that will draw you a LOT more.  As I said, too much card draw (24 cards total??).  But that just means we are maximizing Animar's benefits and getting to a Bouncer sooner.  Discarding extra cards is fine if we always have a good 7 card hand.

Sicarian Infiltratorimage is crazy good in this deck, as you only pay 1 blue to cast it and pay for the squad as many times as Animar can afford.  Then return it to your hand and cast it again.  There's too much value there, especially once you can keep returning it to your hand (seven cards can do it, including Kogla).

Bronze Walrusimage is deceivingly good in here... it's ramp/color-fixing, it can be cast early for free to build up Animar, it's a colorless creature to go infinite with, and if you go infinite with it and Tidespout/Hullbreaker you can scry 2 infinite times until you find one of the other Bouncers, then draw it your next chance and win.  The Walrus is valuable at all times.

Going infinite with Ancestral Statueimage and one of Tidespout/Hullbreaker will give the same effects as going infinite with two Bouncers out, allowing you to return nonland permanents to your opponents' hands (plus lands with Tidespout) with each cast, while returning another colorless creature to your hand to keep going.

Jaxis, the Troublemakerimage is another way to get a second Tidespout/Hullbreaker (Brinelin is legendary), but you can only use Jaxis at sorcery speed, meaning copying a creature with flash to counter a spell isn't an option (for this reason, it barely missed the cut to make the deck).

Using Fierce Empathimage or Brutalizer Exarchimage to find one of Tidespout/Hullbreaker allows you to eventually return the Empath/Exarch back to your hand to recast and find the other Bouncer.  GG.  And with the choice to tutor for either option, Hullbreaker should come first, allowing the option to counter spells if needed.

Genesis Hydraimage is optimal if cast for X = 8+ so that you can potentially snag a Tidespout/Hullbreaker/Brinelin.  Return it to hand and keep casting until you hit one.

First Responderimage interacts best with creatures with flash, but if all your creatures have flash your choices are much more flexible.

 

Note to self: for more options to go infinite with (make the deck faster), add in Bronze Walrusimage, Skyscannerimage, Circuit Menderimage, Inquisitive Puppetimage, and Automatic Librarianimage to find a second Bouncer faster, or Ancestral Statueimage, Guardians of Koilosimage, Reito Sentinelimage, Pierce Striderimage, Triskelionimage, Meteor Golemimage, Duplicantimage, Myr Battlesphereimage, etc... Walking Ballistaimage is another prime option on the less-budget side of things.  Fierce Empathimage and Brutalizer Exarchimage should also go in, but again I removed them to slow the deck down for my playgroup (this was originally supposed to be a fun budget deck with no infinite combos... until I realized it was actually built to go infinite with ease).
