As the name implies this deck mostly just annoys people, it can be really hard to take a win if against someone else that is using things such as waterknot, luminous binds, and pacify. Perhaps this deck could be somewhat viable if you got rid of 1 or 2 copies of Unsummon, Negate, or Narset's Reversal and replaced them with something like Anticipate , Precognitive Perception , Radical Idea or perhaps best of all .
Onto creatures: Cavalier of Gales and God-Eternal Kefnet were chosen for the same reason, to have an easily renewable powerbase, I too often make decks that fail as soon as my 2 or 3 copies of my win condition are killed through things such as Murder, or the variety of red burn. Spectral Sailor was chosen for it's flash as it is quite useful when things start to go awry when defending, however I know it is probably not the most optimal card (though the card draw is nice) and do concede that I believe it would be viable to replace it with Pteramander.
As for having 4 of both Gales and Kefnet, this could probably be changed if you so wished (say reduce them both down to 2 or perhaps a 3-2) giving room for either more sorceries or other creatures like Auger of Bolas or Tempest Djinn at the low cost end and Sentinal of the Peral Trident , Wind Strider , Djinn of Wishes , Thunder Drake or really whatever you please at the mid-high end of mana cost.
Addtional Thoughts: This deck might be better as a blue-white, however I haven't been able to test it very much, the idea would be to replace the Unsummons with luminous bonds. Another advantage would be the life gain potential of that theoretical deck you could have your side board ready with things like [Ajani's Welcome] and perhaps sack Cavalier of Gales compleatly in this situation, instead going with your choice of angels though yes it would be more risky to lose them however they do still have flying giving that protection + angels of equal cost to Gales have extra perks such as the life link, and first strike seen in Lyra Dawnbringer . Perhaps if you are using Azorius Guildgate to get some of your white mana Archway Angel would be the play as even if you only have 2 of them on the field, you never know when that 4 extra HP will save your life. If however you really prefer you can always go Angel of the Dawn for that universal +1/1 and vigilance for a turn buff.
