There are 13 Counterspells in this deck - love being able to graft this onto spectral sailor super cheap in order to snag one out of the graveyard. The 2/3 body for UU can help act as a blocker against some early drops from other decks
Another Great addition from Ikoria. Great to flash onto a spectral sailor. And if you can mutate over an attacking Lore Drakkis, you're getting tons of cards.

MonoU will always miss a counter on a threat or two early game; Brazen Borrower helps to get us back ahead and burn an opponents turn if they tap out. Plus it's another mutate-able flash createure.

This deck lacks some hand fixing, and we're running Mystic Sancutary to grab our counters out of our graveyard instead of Castle Vantress (If you have 5 mana left over at the end of a turn, you'll just want to draw a card with Spectral Sailor for 4 instead of fixing your draw for 5, or cycle a big ol' Shark Typhoon
Narset should be giving us access to more counters almost every turn, and by turning off the opponent's ability to draw an extra card on their turn, you're creating serious hand advantage.
If this lands and you can protect it, you're gonna be poopin out tons of 1/1, 2/2, & 3/3 flying sharks every time you counter your opponent's spell. More likely, this just takes you over the top when they decide to try to play under your counterspells with low-cost cards and you get to tap out on the end-step with a monster flyer.
The Counter-suite is set up to give us some sort of early game advantage, then allow us to punish our opponent by pullng these out of the graveyard with Lore Drakkis and Mystic Sanctuary. Neutralize has felt like it doesn't ever make sense to cycle for 2 in most decks, but if you know you can just grab it out of the graveyard later, you can use this to hit your land drops.
It may seem silly to run Fabled Passage in a mono deck, but I find that with only 3 taplands, I'd rather be upping my odds not to draw into another land at 4. You should be drawing with Spectral Sailor or Sea-Dasher Octopus occasionally when you're at 4-5 mana, so we want to be pulling counters and creatures for the win.
