The deck concept is relatively self-explanatory: green storm... we need cheap spells so we can cast as many as possible for our stormy general, Aeve.  This prioritizes 1cc mana dorks (plus any/every mass-mana dork, that make green mana "for every/each" type of card in play, etc), 0cc and 1cc colorless creatures (benefitted by cards that reduce our casting costs for creatures, artifacts, etc), and all other 0cc and 1cc spells of any type, with a preference for creatures, due to grave retrieval options. 

Above our 1cc range of spells, we need spells that retrieve cards en mass from our graveyard, accompanied by a few options for saccing our creatures real quick and cheap (preferably free), which will eventually include regularly saccing Aeve... casting her as often as is reasonable, to flood the board with monster Ooze creatures, is effectively our primary win-con.  Sac outlets also help against board wipes or targeted removal, allowing us to still get something back for our losses.

Haste matters for mana dorks in storm, so options that give it to all our creatures are crucial for maximizing our storm-brewing abilities.  Indestructibility and hexproof are likewise crucial... we don't want anything removed unless we say so, but it happens, so that's also where cheap/free sac outlets can help against removal, and we're (hopefully) prepared to bring most of your grave back to our hand in a snap anyway. 

Casting from the top of our library is always stormtastic, and any chance we can get to retrieve and thin lands from our library benefits that stream of cards off the top (but green obviously has waaay too many options for this, so only the best options should get in).  Because we want the cheapest spells for storm, we're prioritizing stuff like Wayfarer's Bauble over stuff like Three Wishes, even though the Bauble costs more overall.

It's also crucial to have no hand size limit, as we plan to retrieve tons of cards from our grave fairly often.  Likewise, a few options for shuffling our graveyard into our library are a must, both for avoiding the exiling of our grave, and for simply replenishing our library when it gets low.  This is partially because we also want to occasionally draw cards en mass, so our own shenanigans will be lowering our library as is, and it's always good to then be prepared for someone who's trying to mill us to death as well... nothing worse than drawing tons of cards while someone is also milling you to death, and having no way to shuffle your grave into your library... besides, most of the options are cheap and colorless, which slides nicely into this storm deck anyway.

With tons of small creatures brings the necessity to boost or protect them.  Enter: 0cc and 1cc equipment.  You can debate it one way or the other on 0cc equipment... almost all of them have an overall lower power level in the game, but they can be cast for free, which obviously rocks in storm decks.  They are an excellent option for budget builds, but to be fair, there are simply too many 1cc equipment out there that are too powerful to pass up if you can afford to deck them.  Spidersilk Net and Paradise Mantle are arguably worth including, but they are borderline inclusions imho, and probably only to be included if you don't have better 1cc options.

Going more in depth into grave retrieval, I've settled on what I consider to be the five best options, which should all be included IMHO: Reap (2cc), Long Rest (X3cc), Creeping Renaissance (5cc), Seasons Past (6cc), and Praetor's Counsel (8cc, gets exiled, inf. hand size).  I'm passing up on Nostalgic Dreams (2cc) and Wildest Dreams (XX1cc) because they get exiled, and ideally we want these cards to be able to return each other, recycling our pieces to storm bigger more often.  Long Rest and Seasons Past require you to choose cards with different casting costs (which is why I've included them here), and each can find any other retrieval spell/card our grave.  Creeping Renaissance is the golden ticket, as it retrieves the most 1cc cards at once for storming... if that gets exiled, it cripples the long term success of the deck, as we ideally will be reusing it out of our grave the most.  Praetor's Counsel is only in because of the infinite hand size bonus, and the fact it returns everything... definitely worth it, even if it's only getting used once, as it can be game over with Aeve's storm if enough of your deck is avaiable in the grave.

If it isn't obvious, while we hope to storm every turn, it takes time to build up to it, so in the in-betweens you have to plan to cast spells that you are not intending to storm with.  So the exact ratio of stormable cards to non-storm cards will need to be felt out and fine tuned.  Atm I'm building a list I hope to purchase and playtest in the next couple weeks, so updates and fine tuning will eventually follow.  And this should be a fun one to tinker with... potentially, there are lots of moving parts, and lots of options per type of part to use, like ways to draw, sac, storm, etc.  My personal goal is to make this deck playable on everyone's turn, as if it was mine, via Vedalken Orrery, Seedborn Muse, etc, at least as a goal for one version of the deck (I can never stick to just one theme... every general always makes me itch to go in like three or ten different directions).

Greenbelt Rager is one of our best friends, as it gives us three spells in one, each just one green, and once finally cast it settles in as a 3/4.  This will be an obvious target to return to your hand if/when given the chance.

Whip Silk is also worth a mention, as it allows us to boost our storm by one for each two green mana we can spend, which is a great way to finish off our storm with any excess mana.  It's fine to use early, once per storm, returning it in between, but the more we can afford, the more we can use it... it can also be a potential late-game win-con piece if we have no hand, or draw, but can scrum up lots of mana to pump up our storm before dumping Aeve on the board.  It's a nice versatile little swiss army knife for this deck.

Life From the Loam is an insurance policy, because we may find ourselves drawing too many cards before we can get an unlimited hand, or drop a Fastbond, etc... plus there's mill decks to play against... but simply put, this deck needs as much land out as it can get, and we want to drop as many lands as we can every turn, and LFtL can help make sure that happens, while adding to our storm in the process.  If we draw it early on, and we have recursion cards in our hand but little in our grave, LFtL can speed up the filling of our grave to pull cards from.  It's another little swiss army knife that shouldn't be overlooked.
