Psychic Corrosion to mill your opponent while Electrostatic Field, Ionize, and Risk Factor burn the opponent.
The core of the deck is Niv-Mizzet, Puran which will simeltanously help mill and burn with its ability. To protect Niv-Mizzet, Puran use Siren Stormtamer's ability, Ionize, and Blink of an Eye to counter the threat or return Niv-Mizzet to your hand.
The side board is to help either strategy to then focus on which ever startegy of the two works best against the opponent or to handle a strong aggro or go wide stratergy from the opponent.
You may want to replace a copy or two of Tormenting Voice for Selective Snare as I am only running four copies as I get mana screwed or flood a weird ammount of times. If you also run into decks where milling them tends to help them then add a copy or two of Silent Gravestone to exile the graves. (Have not been running into those decks often so I am personaly not running it).
